Our client is seeking an experienced Project Manager or Consultant to design and implement the most effective model for delivering the expansion of Flying Start childcare, in line with Welsh Government directives.

Key Responsibilities
Scope and analyse delivery models used by other Local Authorities in Wales and England.
Adapt best practice approaches to complement Cardiff’s existing Flying Start model.
Engage with potential Flying Start childcare providers to understand what works for them.
Review Cardiff’s current model and ensure all non-negotiable elements remain in place.
Develop a robust delivery model that meets statutory requirements and supports sustainability.
Essential Knowledge and Experience
In-depth understanding of the Flying Start programme.
Knowledge of Care Inspectorate Wales (CIW) inspections and National Minimum Standards for Childcare in Wales.
Familiarity with Welsh Government childcare directives and funding streams
Proven experience in project management and change management.
Experience managing large budgets and navigating procurement processes.
Ability to plan effectively and deliver complex projects within agreed timescales.
Skills and Attributes
Excellent communication and stakeholder engagement skills.
Strong analytical and problem-solving abilities.
Ability to work collaboratively across teams and with external partners.
Highly organised, with a focus on outcomes and quality.
Desirable
Experience in early years or childcare sector.
