Our client is looking for an experienced Temporary Accommodation Housing Officer
4 days remote, 1 day in the office
Purpose
To provide effective day to day housing management for temporary accommodation owned or directly managed by the Council, ensuring properties are safe, well maintained, and compliant with all relevant legislation, policies and standards.
To maintain high property standards by carrying out inspections, investigations and follow up actions in response to complaints, repairs issues, damp and mould concerns, anti social behaviour, and tenancy/licence breaches. The postholder ensures that issues are resolved promptly through direct action, coordination with contractors, and enforcement of tenancy/licence terms.
To work closely with internal teams, partners and statutory agencies to ensure that breaches of tenancy/licence agreements are identified early, addressed appropriately and escalated when necessary, using all available enforcement tools to protect residents and the Council.
To deliver a resident focused service by providing clear communication, practical support, and a strong presence within temporary accommodation settings, ensuring that households feel supported, listened to and safe throughout their stay. The role plays a pivotal part in helping residents stabilise and prepare for their move into a safe and sustainable settled home.

Deliver a responsive, resident focused housing management service across temporary accommodation, including licence, lease and other tenure types. Residents receive clear communication, prompt responses and a consistently high standard of service.
Be the first point of contact for residents, ensuring enquiries are resolved within agreed service levels and customers know who to contact for support.
Improved customer experience; reduced repeat contacts; timely resolutions achieved.
Proactively investigate suspected tenancy or licence fraud across all temporary accommodation, using all available tools and ensuring high quality referrals to specialist teams.
Fraud is identified earlier; unlawful occupation is reduced; social housing and TA resources are protected.
Carry out property inspections and visits to privately owned and Council managed temporary accommodation to assess condition, safety and compliance with agreed standards; specify required works and follow up until completion.
Property standards are upheld; repairs are completed quickly; hazards and health & safety risks are reduced.
Represent the Council professionally when engaging with residents, the public and partner agencies, acting as an ambassador for the service.

Identify residents with support needs and make timely referrals to internal teams and external statutory/voluntary agencies; participate in case conferences and prepare action plans where required.
Vulnerable households receive the right support early; tenancy/lodging sustainment improves; safeguarding obligations are met.
Carry out tenancy/licence audits and regular visits to verify occupancy, identify safeguarding or support concerns, and ensure tenancy changes are completed promptly. Fraud and misuse are reduced; resident records remain accurate; temporary accommodation is allocated and utilised fairly and lawfully.
Support and advise residents on property condition and home management issues, including offering practical guidance (e.g., reducing condensation) and mediating between residents and managing agents.
Issues are resolved informally where appropriate; property standards improve; complaints and escalations reduce.
Provide updates and accurate information to colleagues handling complaints, repairs, legal issues and casework, ensuring timely sharing of relevant details.
Investigations progress efficiently; teams have reliable information; duplication and delays are reduced.
Work closely with Placement Officers, managing agents and maintenance teams to coordinate estate wide or block related works and ensure safe, clean living environments.
Estates are well maintained; communal issues are resolved promptly; resident satisfaction increases.
Address nuisance and anti social behaviour, working jointly with the ASB team to investigate issues and take proportionate enforcement action to maintain safe, respectful communities.
Incidents reduce; residents feel safe; breaches are dealt with robustly and consistently.
Respond to breaches and abandonments in hostels and other units, issuing warning letters or notices as required and progressing cases to repossession when appropriate.
Void losses reduce; properties are made available more quickly for households in need.
Take ownership of the void and re let process, ensuring empty homes are identified, repaired and re let quickly to maximise income and reduce time spent in temporary accommodation.
Properties are turned around efficiently; rent income increases; quicker move on for households.
Prepare casework and documentation for legal proceedings related to tenancy/licence breaches, including ASB; attend court and take possession action where required.
Legal action is robust and successful; estates remain safe; breaches are resolved swiftly.
Ensure residents understand rights, responsibilities and the conditions of their accommodation.
Reduced misunderstandings; increased compliance; improved tenancy/licence sustainment.
Maintain accurate, timely records of visits, actions, contacts, possession stages and property condition using the Councils IT systems including but not limited to NEC
Reliable, up to date information supports decisions, safeguarding, audit requirements and service reporting.
Identify, record and escalate safeguarding concerns relating to adults, children or families living in temporary accommodation, ensuring risks are recognised early and referrals are made promptly to the appropriate statutory services in line with Council safeguarding procedures.
Vulnerable residents are protected; risks are mitigated quickly; safeguarding responsibilities are met; and the Council maintains strong compliance with statutory duties.
Carry out any other duties reasonably required by managers to support effective service delivery.
