Homelessness and Prevention Officer

£22.30 per hour PAYE or £30 per hour limited paid via umbrella company inside IR35
Our client is looking for an experienced Homelessness and Prevention Officer
The purpose of this role is to work with clients to prevent homelessness and where
this is not possible to support clients into alternative accommodation within the
private rented sector or social housing as appropriate.
1. ESSENTIAL FUNCTIONS AND RESPONSIBILITIES
1.1 Homelessness and Prevention
1.1.1 To interview, learn the housing need and provide high quality, tailored advice
to all people that approach the Council for guidance on their housing situation.

1.1.2 To take all necessary steps to prevent and relieve homelessness, including
carrying out home visits to landlords, families, mediation and reconciliation
wherever possible.
1.1.3 To create and monitor Personal Housing Plans with clients ensure actions are
targeted to address the underlying issues leading to homelessness, including
health, education employment and budgetary skills
1.1.4 To carry out investigations and assess homeless applications in accordance
with Part VII of the Housing Act 1996, as amended by the Homelessness Act
2002, The Homelessness Reduction Act 2017, The Homelessness Code of
Guidance, legislation and caselaw, internal policies and procedures.
1.1.5 To carry out investigations and assess applications for the Council’s Housing
Waiting List in accordance with Part VI of the Housing Act 1996.
1.1.6 To arrange for the provision of suitable temporary accommodation and to
liaise with the internal and external support providers / management of clients
in temporary accommodation.
1.1.7 To assist clients to seek alternative accommodation within the Private Rented
Sector
1.1.8 To ensure that appropriate support is available to clients through referral to
external agencies.
1.1.9 To actively work with external partners and other agencies to support clients to
resolve housing issues and prevent homelessness
1.1.10 To ensure timely and accurate recording of all actions taken, including HCLIC reportable
actions

Temporary Homelessness & Prevention Officer for an initial period of at least 3 months. The successful candidate must have strong experience working with all areas of legislation under Part 7 of the Housing Act, including: Assessing homelessness applications Conducting customer interviews Managing all aspects of statutory decision-making and issuing decisions The role requires a minimum of two days per week in the Rugby office to cover duty, with the remainder of the week available for hybrid working.
A good understanding of the legislation used for decision making regarding homelessness, including
the Homelessness Reduction Act 2017, Housing Act 1996
Previous experience of making decisions connected with homelessness applications
Previous experience of working with clients to prevent them becoming homeless
Excellent listening and communication skills with a wide range of people of all ages and backgrounds
Experience of explaining complex issues in a face to face, telephone based or video-based environment
Good time management skills and the ability to work
effectively under pressure and prioritise to meet deadlines
Ability to work in partnership, network, influence, problem solve, overcome barriers and apply solution
focused approaches
